A letter to the Membership from the Board of Directors regarding Project 2027

Over the past several months, the ChampCar CEO, Operations Staff, Tech Team, and Technical Advisory Committee (TAC) have been working on a revised rule set dubbed “Project 2027”. As explained by our CEO, Mike Chisek, at this year’s Annual Membership Meeting held at the Daytona event, the goals of Project 2027 are-

  1. New BCCR that is less wordy, simpler to understand, that makes building and inspecting cars easier
  2. Alter point system to lower cost by freeing up reliability items and charging points for speed
  3. Addressing EC entries, welcoming crossover from other series, and newer cars

The intent was to release a draft of this rule set to the membership in time for receiving, evaluating, and incorporating constructive feedback into what would become the 2027 BCCR update, published September 1st, 2026.

The Board recognizes and appreciates the efforts of all who have contributed to “Project 2027” thus far and the leadership of our CEO in pursuit of the above goals. It has become clear to the Board that a September 1st, 2026 publication of this extensive rewrite of the rule set for January 1st,

2027 implementation is not feasible. Firstly due to the need to solicit and respond to member feedback in a short time period, and second for teams to adapt to the new rule set in a few months between when it is published and the first events of 2027 occur. Therefore, the Board has recommended that the existing 2026 BCCR be retained for 2027 with only minor changes, and published by September 1st, 2026, providing stability to the rule set that the membership has been asking for.

Meanwhile, ChampCar will continue working on the “Project 2027” draft internally with a goal to release it early next year, giving ample time for review, comment, and final rule promulgation for 2028 implementation.

The 2026 ChampCar Endurance Series season is at its mid-point, and the Club has never been in a stronger position, offering the best value in amateur racing. With implementation of the tire rule, we’ve seen exciting and close racing all year. Thank you for being part of that success and for
