Can I get a ruling on what is considered "Front" for a wing location?
Ideally, I would like to put one just behind the A-pillar. If that is not allowed, how far forward are wings allowed?

A.
Front wings are not allowed.

Rear wing legs may not be mounted forward of the centerline of the rear axle or forward of the rear struts upper or lower mounting points.

The wing element may not be mounted or positioned forward of the centerline of the rear axle or forward of the rear struts upper or lower mounting points.
