2021-01-01 - Rear Wing Height/drop back measurement clarifications

Rule as stated:
Maximum wing height 12” above roof.
Maximum wing drop-back 12” behind car.

Would said measurement(s) be to the "uppermost" (height) and or "rearmost" (drop back) part of ANY portion of the wing?
For example - includes any endplates and not just the main "element" of the wing?
