2023-02-26 - Multiple Fuel Cells

ChampCar 2023 BCCR- "Stock fuel tanks in stock locations OR approved fuel cells are the only fuel sources allowed for competition". The wording of this rule reads as "cells" (plural) being acceptable.
Detailed ruling - 9.10.5 (Fuel Cells) does not specify an allowable total number of fuel cells.

Please review and provide approval/feedback on the scenario below.
Car A has the stock fuel tank mounted behind the driver / in front of the rear wheels and it has a saddle that straddles the driveshaft.
We would like to mount one fuel cell on each side of the driveshaft (total of two) to retain the factory fuel location. We will also retain the factory single fill location, capacity requirements, bulkhead requirements and all other rules laid out in the "9.10 Fuel System" section.
Is this installation of two fuel cells acceptable (provided all requirements laid out in 9.10 are met)?

NO.  Only a single fuel cell is permitted.
It is worded cells because no specific manufacturer, part or cert number is demanded.
