Most questions can be answered by reviewing the current BCCR Rulebook. Please read the applicable section before submitting a ticket.
If your question is already covered clearly in the BCCR, your ticket may simply be answered with a reference to the rulebook section.

Since power steering systems are open under the BCCR 4.7.2. Fixed Point Value List assignment of "Power Steering components - 0 pts"
Would the larger pulley be considered part of the power steering system and as well a power steering component and therefore free of points penalty?

Power steering pulleys are considered part of the power steering system, and as such, are no longer points.
